Ceasar C. Ruffin, MPA
President
Ceasar C. Ruffin currently serves as the President of the New Orleans Metropolitan Chapter of the National Organization of Black Law Enforcement Executives.
He retired from NOPD as a captain with 25 years of progressive responsibility in administering police best practices. Ceasar is currently the Director of Campus Security for LSU Health New Orleans, where he is responsible for the safety of LSU Health system campuses, in the New Orleans area. He has an extensive history of expanding and improving organizational operations and comprehensive leadership covering fiscal management, crime reduction, and community development.
Captain Ruffin is a graduate of the University of Phoenix with a Master's Degree in Public Administration. A military veteran who served 8 years in the US Army National Guard. Most recently, Ceasar was special assistant to Congressmen Troy Carter serving as the Criminal Justice Liaison for Louisiana District 02
Captain Ruffin is a proud Omega Psi Phi Fraternity, Inc member.

Retired Lieutenant Denise Thomas
1st Vice President

Denise Miles Thomas has worked as an officer with the New Orleans Police Department for over 25 years. Before her retirement as a police Lieutenant with Public Integrity Bureau she was responsible for coordinating and overseeing the investigations of serious allegations of police and employee misconduct. Lieutenant Thomas holds a Bachelor of Science and Master of Arts Degree in Criminal Justice from Southern University at New Orleans. She is a 2009 graduate of the 237th session of the FBI National Academy and a 2012 graduate of the IACP Women's Leadership Institute.

Retired Lieutenant Kim Lewis Williams
2nd Vice President
Kim Lewis -Williams is a Retired Police Lieutenant with the New Orleans Police Department with more than 25 years of leadership experience. Williams was the 1st female to hold the position of Detective Bureau commander and the 1st Female Commander of the Police Academy, where she was certified as an instructor via the FBI Instructor Development Course.
Detective Tracy G. Raney
Recording Secretary
Tracy Raney is a 19-year veteran of the New Orleans Police Department and is currently a Detective with the Special Victims Division-Child Abuse. Tracy Raney began a career in public service in 1997 with the City of New Orleans, Mayors Division of Housing and Neighborhood Development as an Assistant to the Director. In 2002 Tracy Raney became employed with the Department of Homeland Security and became a Training Instructor for the Transportation Security Administration (TSA). In 2004 Raney entered the New Orleans Police Department Academy where she began her career as a Patrolman. Tracy is also on the Executive Board of the Black Organization of Police.

Leatrice Latimore Jones

Leatrice Latimore is the Director of Recruitment and Applicant Investigations at the New Orleans Police Department, with over 20 years of experience managing recruitment and retention efforts. In 2017, she made the transition to civilian law enforcement from her work in the higher education arena. Leatrice enjoys singing, fixing things, and serving the community alongside of her sisters of Delta Sigma Theta Sorority, Inc.

Corey Porter Sr.

Corey has over 28 years of Law Enforcement experience. He began his career in law enforcement in 1992 at Prairie View A&M University – Campus Police as a Police Dispatcher. He worked at the Harris County Hospital District – Security Department as a Supervisor for the Clinics in Harris County, Texas. He went to the New Orleans Police Department and Houston Police Department where he worked in specialized units and developed great community skills. While working at the Houston Police Department he worked 8 years in the Special Victims Division that consisted of working with families in domestic violence and physical abuse to minors.  Worked on establishing the New Iberia Police Department, New Iberia, LA in 2018, as the Police Captain of the Criminal Investigation Division. While the Commander of the Investigation Division, he created abundance trust in the community and implemented strategies to reduce crime in that community. He currently works at the Orleans Parish District Attorney’s Office in New Orleans, Louisiana as an Investigator. He is assigned to Homicide Screening Unit and assisted in preparing cases for indictment and extraditing Fugitives from out of state for prosecution.

A graduate of John Ehret High School in New Orleans, LA, he established firm roots in the community where he accepted Christ as his Lord and Savior at a young age and became one of the youngest youth leaders appointed by the Southern Baptist Convention.
